In the construction industry both contractors and professional resources sometimes purposefully underbid proposals to win jobs based on competitive pricing. Contractors and resources understand after they have won the bid, they can easily charge prices for change orders that have substantially higher margins after the project begins because they are essentially bidding unchallenged.

The practice of under bidding and then profiting from the owner's desired changes or sometimes the owner's lack of clarity results in the reported failure of more than 80% of home improvement or building projects as well as commercial construction projects to be completed on time, on budget, or to specification. Many property owners undertake projects based on the contractors or professionals estimates and face real turmoil as the project's timeliness, budget or specifications are jeopardized.

Therefore, in an effort to remedy these problems and make the construction industry more transparent, Constructionplace.com's:

W. Gary Westernoff, Founder and CEO, has over thirty years of experience as an owner's representative, Design-Build general contractor and construction manger in Northern California and over 5 years of Construction Management experience in Hawaii; successfully completing hundreds of projects nationally for retail store chains, institutional lenders, developers, architects, property managers, and homeowner associations. This experience was accumulated while holding executive positions with fortune 1000 national retail companies and privately held construction management and general contracting companies.

These positions included Vice President of Planning and Construction for Joseph Magnin Co., Inc., San Francisco; Director of Planning and Construction of Amfac's Retail Division in Honolulu Hawaii (Liberty House); positions as National Design Manager and National Construction Manager for The Great Atlantic and Pacific Tea Co., Inc. (A&P), New Jersey; and Project Engineer for Lucky Stores, Inc., Northern California. Mr. Westernoff holds a BA in Construction Management from San Francisco State University and has pursued Graduate studies in Web Site Design and Management.
